Hawkesbury Cultural Plan

GOAL

Hawkesbury City Council is preparing a new Cultural Plan that will enhance the service offerings for the community by promoting and supporting arts, heritage, and cultural activities within the region. In early 2024, JOC Consulting was commissioned by Hawkesbury City Council to lead the research, facilitation and preparation of the Cultural Plan, positioning community values and cultural aspirations at the heart.

SOLUTION

JOC Consulting developed a comprehensive and strengths-based approach to research, engagement and strategy development that builds upon existing work and inspires strategic opportunities for the cultural future of Hawkesbury. Engagement included a Cultural Survey and a series of focus groups and interviews with local creatives, cultural stakeholders, priority groups (such as people living with a disability), and strategic partners, with participants from over 48 townships and villages across the region. Importantly, the project is supported by a good governance structure that will champion the value of culture across multiple council teams and directorates once endorsed.

OUTCOME

The Cultural Plan will detail a cohesive cultural vision, focus areas, and SMART actions that reflect the cultural aspirations of the Hawkesbury community. The Cultural Plan will be strategically aligned, reflecting values and priorities consistent with existing Council documents such as Community Strategic Plan and therefore contributing to Council’s Integrated Planning and Reporting requirements. Once implemented, the Plan will support the local creative sector and strengthen connections between Council, the cultural sector, and the community beyond the life of the plan. The consultation period has now concluded, and the draft report is being prepared by JOC Consulting.
