GOAL
The NSW Office of the 24-Hour Economy Commissioner set out to give council officers across the state a practical, ready-to-use resource for developing or refreshing local night-time economy and 24-hour economy strategies. Developed in response to feedback from council officers through the Local Government NTE Toolkit workshops, the goal was a template that translated the NSW 24-Hour Economy Strategy into a clear, step-by-step framework councils could apply locally, regardless of where they sat on their night-time economy journey.
SOLUTION
JOC Consulting contributed to the development of the Night-Time Economy Strategy Template, drawing on Director John O’Callaghan’s direct experience delivering night-time economy strategies for Burwood, Logan and Penrith. The Template:
- Provides an overview of the NSW 24-Hour Economy Strategy and how it can be reflected in a local strategy;
- Walks council officers through what a typical local night-time or 24-hour economy strategy looks like, with a checklist of key steps;
- Highlights best-practice examples from existing council strategies for guidance and inspiration at each stage;
- Includes a list of existing council night-time strategies and studies, supporting resources and a glossary.
OUTCOME
The Template is now a live, publicly available resource on the NSW Government’s website, supporting councils across the state to build their night-time economy strategies with confidence, consistency and access to proven best practice. It forms a core part of the Office of the 24-Hour Economy Commissioner’s broader Local Government Night-Time Economy Program, alongside the Toolkit and Online Diagnostic Tool, and reflects JOC’s role as a trusted contributor shaping state-level policy and practice, not just individual council strategies.
